I’m a writer, with not much talent for art. Can I still pitch to TOKYOPOP?

A:

Yes. TOKYOPOP’s primary interest is in people who can both write and draw, but they also consider people who are purely artists or purely writers. If you’re a writer, you have a good idea and you are able to prove you can write, then there’s no reason why they can’t match you up with an artist they think is appropriate for you. There are a already a number of writer-artist teams at TOKYOPOP, working on properties such as “Psy-comm”, “I Luv Halloween” and “WarCraft”.

Note: I should also add that unless you are Japanese, you shouldn’t use Japanese names and places in your story unless it’s integral to the plot. There are already plenty of manga coming from Japan with Japanese names and places - there’s no reason why any publisher would want a non-Japanese writer attempting to be Japanese when they can easily get the real thing from Japan.
