Either Photoshop or Deleter ComicWorks. I hear Manga Studio is quite good too. You'll be amazed how much hand cut screen tones can cost, and how messy they can be to work with. I've only used hand cut screen tones ONCE, and I NEVER did it again. The stuff goes EVERYWHERE, is extremely fragile, and can't be changed once you've stuck it to the page.
